The first and most pressing need is a good cart road from the shores where it approaches Mirs Bay, nearest to Hoi-Hoon city, over to British Kowloon. Such a road can readily be made along the west side of Mong Kok peninsula to the coast. The trace would pass through Jui Kok Tau and along the tea coast past Hoi Chi Kok Kas, pausing by an easy gradient until it passed round the end of the southerly range and entered the valley which leads towards Sha Tin.
Leaving Sha Tin on the right, the track would find the villages of Tai Wai, Che Ning, Chung Fotan, and drop again. Keeping up by Kau To Shan to the west of Tai Po, his market town at the head of Tolo Harbour. From Tai Po Hui, the road should follow the existing paths up the valley to the south-west of Shan Chi Shan.
